What does “per tax year” mean?

Pay once to get this tax year done. The license belongs to the tax year, not a single PDF, so you can re-upload and regenerate as much as you want. Next tax year is a new $39.

Why per tax year, not a subscription?

Prediction-market taxes are a once-a-year job. You shouldn’t pay every month for a report you run at filing time. Pay once for the tax year you’re filing, and the license covers every recalculation and re-download until you’re done.
